摘　　要：【目的/意义】为破除福建省林业金融产品和机制创新面临的困难与阻碍,进一步强化政策扶持,盘活林业资源价值,为促进林业生态价值转化为经济价值提供战略决策支持。【过程/方法】基于南平、三明、龙岩等地林业金融专题调研,在大量查阅资料、搜集数据的基础上,对福建省林业金融实践进行SWOT分析,探讨福建林业金融优势和劣势,存在的机遇和挑战,并据此提出相应的战略决策建议。【结果/结论】结果显示,福建省林业金融创新具有生态体系完善、政策支持完备、绿色金融发展快速、实践成果领先的优势,但也存在创新资源、法律法规、信息数字化创新能力、创新激励机制等方面的不足,面临着林业产业发展、碳汇投融资需求增加、贷款贴息政策引导金融机构向林业投资的发展机遇,以及高信贷风险、机制应用、收益平衡上的挑战。基于此,福建林业金融实践战略应选择劣势——机会(WO)战略组合,以期推动福建林业金融创新提供决策参考,助力福建现代林业强省建设。【Objective/Meaning】In order to break the difficulties and obstacles faced by the innovation of forestry financial products and mechanisms in Fujian Province,and provide the strategic decision-making support for further strengthening the policy support,revitalizing the value of forestry resources,and promoting the transformation of forestry ecological value into economic value.【Methods/Procedures】Based on the special investigation of forestry finance in the regions such as Nanping,Sanming,and Longyan,and on the basis of extensive literature review and data collection,the SWOT analysis was conducted on the practice of forestry finance in Fujian Province.The advantages,disadvantages,opportunities and challenges of forestry finance in Fujian were explored,and then the corresponding strategic decision-making suggestions were put forward.【Results/Conclusions】The results showed that the forestry financial innovation in Fujian Province had the advantages of perfect ecosystem,complete policy support,rapid development of green finance,and leading practical achievements.However,there were also some shortcomings in the aspects such as innovation resources,laws and regulations,innovation capabilities of information digitization,innovation incentive mechanisms,etc.It was faced with the development opportunities such as the development of forestry industry,the increased demand for carbon sink investment and financing,and the subsidized loans policies guiding the financial institutions to invest in forestry,as well as the challenges of high credit risk,mechanism application,and income balance.Based on this,the practical strategy of forestry finance in Fujian should choose the Weakness-Opportunities(WO)strategic combination,in order to provide the decision-making reference for promoting the innovation of forestry finance in Fujian,and assist in the construction of Fujian’s modern forestry strong province.
