天津海上光伏发电用海政策现状及研究方向

摘　　要：当前,绿色低碳产业得到了国家的大力支持,海上光伏发电作为新兴产业逐步走向市场,沿海各省纷纷出台了相关用海政策,其中山东、浙江等地政策最为成熟。天津市作为渤海经济区的重要城市,为了支持培育海上光伏发电项目,也出台了相关政策,但仍需丰富与完善。通过分析其他沿海省市的用海状况及相关政策,为天津海上光伏发电用海相关政策制定提出合理建议。At present,the green and low-carbon industry has received strong support from the state,and offshore photovoltaic power generation,as an emerging industry,is gradually entering the market.Coastal provinces have introduced relevant marine policies,among which Shandong,Zhejiang and other provinces have the most mature policies.Tianjin,a significant city in Bohai Economic Zone,has also introduced relevant policies to support the development of offshore photovoltaic power generation projects.However,these policies still need to be enriched and improved.By analyzing the marine situation and related policies of other coastal provinces and cities,reasonable suggestions are proposed for the formulation of marine policies for offshore photovoltaic power generation in Tianjin.
