摘　　要：在全球碳中和及低碳经济发展模式(双碳)下,医院需要加强绿色医院建设。绿色医院建设是一个系统工程,需要运用系统管理理论与方法来实现。本研究运用系统管理理论及方法,通过系统化结构与体系设计,建立多元目标平衡的优化管理体系,以顺应全球绿色发展趋势下医院创新绿色服务价值,即在为患者创造健康服务价值的同时创造绿色环境价值,保障在碳中和目标下医院管理从单一目标走向多目标平衡及优化。在“双碳”背景下,公立医院应加快绿色发展步伐,从规模扩张转向提质增效与转型增效相融合,提升系统化管理水平,以绿色医院建设助推医疗机构高质量发展,为应对全球气候问题和突发公共卫生事件、保障人民健康、实现健康中国建设总目标提供保障。Under the global carbon neutrality and low-carbon economic development model(double carbon),hospitals need to strengthen the construction of green hospitals.Green hospital construction is a system project,which needs to be carried out by system management theory and methods.This study uses system management theories and methods and establishes an optimal management system with multiple objectives and balance through systematic structure and system design,so as to adapt to the innovative green service value of hospitals under the global green development trend.In other words,it creates the value of health services for patients while creating the value of a green environment,ensuring the balance and optimization of hospital management from a single goal to a multi-goal under the goal of carbon neutrality.In the context of"double carbon",public hospitals should speed up the pace of green development and realize their own development from scale expansion to the integration of quality and efficiency improvement and transformation.By improving the level of systematic management,we will promote the high-quality development of medical institutions with the green hospital construction model.The ultimate goal is to provide a guarantee for coping with global climate issues and public health emergencies,protecting people's health,and realizing the overall goal of healthy China construction.
