关于长江安徽段国土资源利用与生态环境保护的调研

摘　　要：中共十八大以来,习近平总书记多次召开长江经济带发展座谈会,深刻阐释了长江经济带“共抓大保护、不搞大开发”的辩证关系和战略考量。该调研通过对安徽省沿江地市近五年来国土资源开发利用与生态环境保护状况的分析和实地调查,发现长江流域安徽段的资源开发利用趋于合理,生态环境状况得到全面改善,但仍面临着一定的问题。为此,我们建议:(1)深化生态环境系统性治理,加强岸线绿化建设;(2)加快矿业产业结构调整与转型升级,扎实开展矿山生态修复工作;(3)提高高标准农田规划的实操性,重视农田生态环境评价;(4)加强禁渔退捕的执法监管力度,完善渔民转产引导机制;(5)完善闲置工业用地回收政策,动态跟踪考核用地效益指标。Through the field investigation of land resource development and ecological environment protection in Anhui province in the past five years,the research found that the resource development and utilization in Anhui section of the Yangtze River basin tend to be reasonable,and the ecological environment has been improved in an all-round way,but there are still some problems.To this end,we suggestdeepening the systematic governance of the ecological environment and strengthen the construction of shoreline greening;accelerating the structural adjust-ment,transformation and upgrading of the mining industry,and solidly carry out ecological restoration work in mines;improving the practicality of high standard farmland planning and attach importance to the evaluation of farmland ecological environment;strengthening the law enforcement and supervision of fishing bans and returns,and improve the guidance mechanism for fishermen to switch jobs;improving the policy for recycling idle industrial land and dynamically track and assess land use efficiency indicators.
