数字经济推动构建新发展格局的理论机制研究--基于马克思资本流通理论的视角

摘　　要：马克思资本流通理论所揭示的资本运动规律与构建新发展格局所要求的畅通经济循环这一核心要旨深度契合,为分析数字经济赋能新发展格局提供了理论指导。在企业层面,数字经济保障货币资本需求、畅通生产和流通过程、加快固定资本和流动资本周转,进而促进单个资本循环和周转,畅通企业“微循环”;在社会层面,数字经济丰富商品流通品类、促进社会总产品实现、赋能扩大再生产,进而提质增效社会总资本循环;在国际层面,数字经济拓宽商品流通范围、巩固国际供应链、重塑国际竞争主题,进而加强国际资本合作与竞争,实现内外循环双向互促。应从加强数字技术研发和应用,推动流通运行体系数字化转型、健全数据要素市场化流通机制三方面入手,发挥数字经济推动构建新发展格局的动力引擎作用。The law of capital movement revealed by Marx's theory of capital circulation is deeply consistent with the core gist of smooth economic circulation required by the construction of a new development pattern,which provides theoretical guidance for the analysis of digital economy empowering the new development pattern.At the enterprise level,the digital economy guarantees the demand for monetary capital,smooths the production and circulation process,accelerates the turnover of fixed capital and working capital,and then promotes the circulation and turnover of individual capital and smooths the“micro-circulation”of enterprises.At the social level,the digital economy enriches the categories of goods in circulation,promotes the realization of total social products,empowers and expands reproduction,and then improves the quality and efficiency of the total social capital circulation.At the international level,the digital economy broadens the scope of commodity circulation,consolidates the international supply chain,and reshapes the theme of international competition,thereby strengthening international capital cooperation and competition,and realizing the two-way mutual promotion of internal and external circulation.It is necessary to strengthen the R&D and application of digital technologies,promote the digital transformation of the circulation operation system,and improve the market-oriented circulation mechanism for the data factor,so as to give full play to the role of the digital economy as a driving force for the construction of a new development pattern.
