关于测绘事业单位测绘项目绩效目标设定的探索

摘　　要：测绘是为国民经济、社会发展和生态文明建设提供基础测绘地理信息服务和保障的基础性、公益性事业。随着财政部推行全方位、全过程、全覆盖的预算绩效管理体系总体要求,预算绩效管理已成为测绘项目管理不可缺少的部分,而项目绩效目标设定又是预算绩效管理的前提。目前,测绘项目绩效目标设定普遍存在设定不科学、未能突显出测绘事业对国民经济发展的支撑作用等问题。本文以航空航天影像统筹项目为例,探究测绘事业单位测绘项目目标设定存在的问题,并提出改进措施。Surveying and mapping is a basic and public welfare undertaking that provides basic surveying and mapping geographic information services and guarantees for national economic and social development and ecological civilization construction.With the implementation of the overall requirements of all-round,whole-process and full-coverage budget performance management system by Ministry of Finance,budget performance management has become an indispensable part of surveying and mapping project management,and the setting of project performance goal is the premise of budget performance management.At present,the setting of performance goal of surveying and mapping projects is generally unscientific and fails to highlight the supporting role of surveying and mapping for national economic development.This paper takes the aerospace image project as an example to explore the problems existing in the performance goal setting of surveying and mapping projects in surveying and mapping institutions,and puts forward improvement measures.
