摘　　要：数字服务贸易发展依托跨境数据处理和流动,全球跨境数据流动限制势必会对数字服务贸易产生重要影响。本文采用多元回归对50个国家的跨境数据流动限制和数字服务贸易进出口之间的关系进行定量分析,结果表明:跨境数据流动限制与数字服务贸易进出口之间呈现“倒U型”的关系。跨过拐点之前,一定程度的跨境数据流动限制通过规范跨境贸易市场秩序、约束贸易活动参与者交易行为、提升数字服务贸易竞争力,从而促进数字服务贸易发展。跨过拐点之后,跨境数据流动限制对数字服务贸易进出口的抑制性影响逐渐增强。全球数据流动限制的拐点为0.2660。因此,应在确保数据安全的前提下,推动数据跨境双向有序流动,构建数据安全合规有序的跨境流通机制,完善数字服务贸易治理体系,从而促进我国数字服务贸易高质量发展。The development of digital service trade relies on cross-border data processing and flow,and global cross border data flow restrictions are bound to have a significant impact on digital service trade.This article uses multiple regression to analyze the relationship be-tween cross border data flow restrictions and digital service trade imports and exports in 50 countries quantitatively.The results show that there is an inverted U-shaped relationship between cross border data flow restrictions and digital service trade imports and exports.Before crossing the inflection point,a certain degree of cross border data flow restriction promotes the development of digital service trade by regu-lating the order of cross border trade markets,constraining the trading behavior of trade participants,and enhancing the competitiveness of digital service trade.After crossing the inflection point,the inhibitory impact of cross border data flow restrictions on the import and export of digital services trade is increasing gradually.The inflection point of global data flow restrictions is 0.2660.Therefore,under the premise of ensuring data security,we should promote the border data flow bilaterally and orderly,build a cross border circulation mechanism for data security and compliance,improve the governance system of digital service trade,and promote the high-quality development of China's digi-tal service trade.
