摘 要:数字经济以大数据和数字信息补充现有生产要素,从多个渠道对经济增长和社会治理带来深刻变革。一方面,数字经济带来的就业机会和工资增长促进了社会保险体系发展,数字化技术促进了社会保险服务数字化和智能化水平,为构建多层次、高质量社会保险体系提供了时代机遇,本文具体分析了这些机遇形成的途径、机理和未来潜力;另一方面,数字经济下的就业形态多样化为社会保险体系设计提出了新要求,本文重点探讨了劳动关系和筹资渠道面临的挑战。最后,文章从利用数字技术提升社会保险服务水平、增加高质量社会保险数据供给、防范数字化风险和深化社会保障制度改革及相关税制改革等四个方面提出政策建议。The digital economy augments traditional factors of production with big data and digital information,bringing profound changes to economic growth and social governance through various channels.On one hand,the digital economy generates new job opportunities and wage growth,thereby bolstering revenue for social insurance systems.Additionally,digital technologies have elevated the intelligence level of social insurance services,facilitating the development of a multi-tiered,highquality social insurance system.This article delves into the specifics of these opportunities,analyzing the pathways,mechanisms,and potential advantages involved.On the other hand,the rise in diversified employment forms within the digital economy introduces new complexities in the design of social insurance systems.Specifically,this article focuses on the challenges related to labor relations and financing mechanisms.Finally,this article proposes policy recommendations in four key areas:leveraging digital technology to enhance social insurance services,increasing the availability of highquality social insurance data,mitigating risks associated with digital technology,and advancing reforms in both social security and related tax structures.
