新型电力系统下西藏地区电力普遍服务社会价值及补偿机制研究

摘　　要：在我国推动“双碳”目标和构建西藏新型电力系统示范区背景下,研究藏区电力普遍服务的社会综合价值及补偿机制,对促进西藏电力普遍服务持续稳定发展、推动新型电力系统建设具有重要意义。本文分析了新型电力系统建设对电力普遍服务社会综合价值的影响机理,在此基础上,构建了电力普遍服务社会综合价值测算模型,并验证其有效性。结果表明:“十四五”期间,电力普遍服务可以充分提高西藏地区的经济水平,改善地区生态环境;西藏电网企业作为电力普遍服务的实施主体面临较大的资金压力,需要持续提升保障电力普遍服务的能力。研究成果可为西藏地区电力普遍服务长效补偿机制设计提供依据。Under the background of promoting the“carbon peaking and carbon neutrality”goal in China and the construction of Tibet's demonstration zone of new power system,the study of the social comprehensive value and compensation mechanism of electric universal service in Tibet is of great significance to promote the sustainable and stable development of electric universal service in Tibet and the construction of new power system.This paper analyzes the influence mechanism of the construction of new power system on the social comprehensive value of electric universal service.On this basis,a comprehensive social value calculation model for electric universal service is constructed and its effectiveness is verified.The results show that during the Fourteenth Five-Year Plan period,the electric universal service can fully improve the economic benefits and ecological environment in Tibet;As the main player of electric universal service implementation,the power grid enterprises of Tibet face greater financial pressure and need to continuously improve the ability to guarantee electric universal service.The research results can provide a basis for the design of long-term compensation mechanism for electric universal service in Tibet.
