摘 要:减污降碳协同增效是促进经济社会全面绿色转型的重要抓手,而知识产权保护政策在其中发挥重要作用。本文基于2004-2020年中国284个城市数据,结合多期双重差分模型实证检验知识产权保护政策对减污降碳协同增效的影响效应。研究结果表明,知识产权保护政策能够显著提升城市减污降碳协同增效水平,该结论在经过平行趋势检验、安慰剂检验、工具变量回归等一系列稳健性检验后仍然成立。机制分析表明,知识产权保护政策能够通过促进绿色技术创新、产业结构升级和高端生产性服务业集聚来助力城市实现减污降碳协同增效。异质性分析表明,对于中小规模城市、非资源型城市和非老工业基地城市,知识产权保护政策对减污降碳协同增效的促进效果更明显。The synergy effect on the reduction of pollution and carbon emissions is an important tool to promote the comprehensive green transition of the economy and society,and the intellectual property protection policy plays an important role in this transition.Based on data from 284 cities in China from 2004 to 2020,this study empirically tests the impact of the intellectual property protection policy on the synergy effect on the reduction of urban pollution and carbon emissions by using a difference-in-difference with multiple time periods model.The research results indicate that the intellectual property protection policy can significantly promote the synergy effect on the reduction of pollution and carbon emissions.After a series of robustness tests such as parallel trend test,placebo test,and instrumental variable regression,this conclusion is still valid.Mechanical testing shows that the intellectual property protection policy can achieve the synergy effect on the reduction of pollution and carbon emissions by promoting green technology innovation,upgrading industrial structure,and accumulating high-end productive service industries.Heterogeneity analysis shows that for small and medium-sized cities,non-resource-based cities,and non-old-industries-based cities,the synergy effect of intellectual property protection policy on the reduction of pollution and carbon emissions is more significant.
