摘　　要：集装箱标准化及其完整的运输体系是集装箱运输的最大优势,铁水联运(含海铁联运)、公铁联运和公水联运等重点运输方式均以集装箱运输为核心。为优化国内货物运输结构,发挥水路运输和铁路运输运量大、能耗低的优势,充分利用水路和铁路的高效联运效率,推动交通运输行业向低碳环保方向发展,2023年1月,交通运输部等五部门联合印发《推进铁水联运高质量发展行动方案(2023—2025年)》,在沿海和内河港口运输市场中,大力推广集装箱、大宗货物等的铁水联运。通过研究美国前两大集装箱港口洛杉矶港和长滩港的集装箱海铁联运发展历程,对比分析天津港在集装箱海铁联运方面的发展趋势,思考其面临的机遇和问题,提出推动天津港集装箱海铁联运更快、更好发展的意见和建议。The standardization of containers and their complete transport system is the biggest advantage of container transport,and key modes of transport such as rail-water intermodal transport(including sea-rail intermodal transport),highway-rail intermodal transport and highway-water intermodal transport are all centered on container transport.In order to optimize the structure of domestic cargo transportation,give full play to the advantages of large capacity and low energy consumption of waterway and railroad transport,make full use of the efficient intermodal efficiency of waterways and railroads,and promote the development of the transportation industry in the direction of low-carbon and environmental protection,in January 2023,the Ministry of Transport and other four departments jointly issued the"Action Plan for Promoting the High-quality Development of Rail-Water Intermodal Transport(2023—2025)",which vigorously promotes container and bulk cargo rail-water intermodal transport in the coastal and inland port transport market.By studying the development history of container sea-rail intermodal transport in the top two container ports of the United States,the Port of Los Angeles and the Port of Long Beach,compares and analyzes the development trend of Tianjin Port in container sea-rail intermodal transport,ponders the opportunities and problems it is facing,and puts forward the opinions and suggestions to promote the better and faster development of container sea-rail intermodal transport in Tianjin Port.
