中国式城市现代化的测度评价、区域分异与推进方略——基于长江经济带与黄河流域的比较研究

摘　　要：长江经济带和黄河流域在中国式现代化建设全局中具有战略地位。通过测度分析2011-2019年长江经济带与黄河流域城市现代化水平,研究发现长江经济带中国式城市现代化水平领先于黄河流域,但2017年以来城市现代化建设加速,在创新发展和协调发展理念引领下两大流域城市现代化水平趋于收敛。两大流域城市现代化发展均呈反向梯级特征,提升上中游城市发展质量能够弥补现代建设的短板。黄河流域省会城市首位度较高,需强化中心城市对外围城市的辐射带动。长江经济带城市现代化发展的空间非均衡性更为突出,关键在于推进沿江东中西部城市协调发展。从分维度来看,两大流域均需着力提升生活方式现代化和生态现代化;相较于长江经济带,黄河流域仍需加强城市治理现代化建设。两大流域可以围绕建设现代化产业体系、塑造现代化基础设施网络、建设双富裕型流域经济以及持续推动人与自然和谐共生等方面,系统推进中国式城市现代化。The Yangtze River Economic Belt and the Yellow River Basin play a strategic role in the over-all construction of Chinese-stylemodernization.By measuring and analyzing the level of modernization develop-ment of Chinese style cities in the Yangtze River Economic Belt and Yellow River Basin from 2011 to 2019,this study indicates that the modernization level of Chinese-style cities in the Yangtze River Economic Belt is ahead of that in the Yellow River Basin.However,since 2017,high-quality development has accelerated ur-ban modernization construction,and under the guidance of innovative and coordinated development,the mod-ernization level of cities in the two major river basins tends to converge.The modernization development of cit-ies in both major river basins shows a reverse cascade feature,and improving the quality of urban development in the upper and middle reaches can make up for the shortcomings of modern construction.The provincial capi-tal cities in the Yellow River Basin have a high priority and a better level of modernization development.It is necessary to strengthen the radiation and drive of central cities towards surrounding cities.The spatial imbal-ance in the modernization development of cities in the Yangtze River Economic Belt is more prominent,and the key lies in promoting coordinated development of cities along the eastern,central,and western regions of the Yangtze River.From a multidimensional perspective,both major watersheds need to focus on improving the modernization of their lifestyles and ecology;Compared to the Yangtze River Economic Belt,the Yellow River Basin still needs to strengthen the modernization of urban governance.Strategies are proposed to promote Chinese-style urbanmodernization for the two major river basins,focusing on building a modern industrial sys-tem,shaping a modern infrastructure network,building a dual affluent river basin economy,and continuously promoting harmonious coexistence between humans and nature.
