公共安全的国家战略与策略——二十大报告“提高公共安全治理水平”精神学习与解读  

National Strategy and Tactics of Public Security Studying and Interpreting on Spirit of the 20th Report"Improving the Level of Public Security Governance"

摘　　要：党的二十大报告针对我国公共安全事业,宏观、全面、系统、科学地布局了大政方针,部署了战略策略。本研究依循报告的逻辑,从基本方针——坚持“安全第一,预防为主”、战略格局——建立“大安全大应急”、支撑体系——完善公共安全体系、模式创新——推动公共安全治理模式向事前转型,以及对策措施——推进安全生产风险专项整治5个层面进行学习研究和探讨解读。探讨性地给出了“新时代我国公共安全总体方针”的内涵和层次结构;设计了基于“大安全大应急”思想的“公共安全多维度治理框架”;构建了“现代公共安全治理体系的战略模型”;创建了基于习近平总书记总体国家安全观的公共安全“四梁八柱”治理模式。最后针对报告中“安全生产风险专项整治”的要求,进行了专业、学术的解析。The Party's 20th National Congress report laid out the significant policies and strategies in a macro,comprehensive,systematic,and scientific way for the cause of the public security in China.In this paper,the national strategy and the tactics of the public security were studied and interpreted from five levels,i.e.,the basic policy of adhering to the"security first,prevention first",the strategic pattern of the establishment of"big security and big emergency",the support system of improving the public security system,the model in-novation of promoting the public security governance model to the prior transformation,and the countermeas-ures of promote the special rectification of work security risk according to the logic of the report.The conno-tation and hierarchical structure of"the general policy of public security in China in the new era"was dis-cussed.The multi-dimensional governance framework of the public security based on the thought of"Great security and great emergency"was designed.The strategic model of"modern public security governance sys-tem"was constructed.A"four beams and eight pillars"public security governance model based on the over-all national security concept was established.Finally,according to the requirements of"special rectification of work security risks"proposed in the report,the professional and academic analysis was carried out.
