互联网背景下农民专业合作社的发展困境及法制对策

摘　　要：农民专业合作社与互联网结合是现代农业生产的新模式。互联网技术有助于提升农业合作社农业产业升级换代,有助于创新合作社科学管理和拓宽合作社的销售和融资渠道。但是合作社面临着基础设施不完善、缺乏法律公共服务体系化建设、合作社管理不适应互联网的规范要求、农产品销售维权意识薄弱、互联网融资的法律风险以及人才保障不足等障碍。转变政府职能加大立法扶持,完善农民专业合作社的互联网法律公共服务,加强特色农产品品牌的维权意识,杜绝合作社互联网管理中的违法行为,最后完善合作社互联网人才的激励和权益保障。The combination of farmers'professional cooperatives and the Internet is a new mode of modern agricultural produc⁃tion.Internet technology helps to upgrade the agricultural industry of agricultural cooperatives,help to innovate the scientific man⁃agement of cooperatives and expand the sales and financing channels of cooperatives.However,cooperatives are faced with im⁃perfect infrastructure,lack of systematic construction of legal public services,inadequate management of cooperatives to meet the regulatory requirements of the Internet,weak awareness of rights protection of agricultural product sales,and legal risks of Inter⁃net financing,as well as insufficient talent protection.Change government functions and increase legal support,improve the inter⁃net legal public services of farmers'professional cooperatives,the awareness of rights protection of characteristic agricultural prod⁃uct brands,put an end to illegal acts in cooperative Internet management,and finally improve the incentive and rights protection of cooperative Internet talents.
