城乡养老保险统筹是否影响子女经济支持?--基于CHARLS的经验分析

摘　　要：基于CHARLS数据,使用双重差分法评估城乡养老保险统筹对子女经济支持的影响。结果表明:城乡养老保险统筹使农村老年人收到的子女经济支持总额增加24.9%,这种提升作用主要通过降低农村老年人劳动供给时间、增加照料孙辈的时间得以实现。同时城乡养老保险统筹对子女经济支持的促进效应在与子女同住、经济支持来源于儿子的农村老年人中更加显著。鉴于此,政府应逐步提高养老保险统筹层次,有序缩小城乡居民的养老保险待遇差距。Based on the CHARLS,this paper utilizes a difference-in-differences model to examine the impact of the integrated urban-rural insurance policy on children’s financial support.The study shows that the total amount of financial support received by the rural elderly from their children has increased by 24.9%after the implementation,and this improvement is primarily achieved by reducing the labor supply time for rural elderly and increasing the time spent caring for grandchildren.Furthermore,the promotion effect of the integrated urban-rural insurance policy on children’s economic support is most pronounced among rural elderly people who live with their children and receive economic support from their sons.Therefore,the government should gradually improve the level of social insurance integration and progressively narrow the gap in pension benefits between urban and rural residents.
