“生态+”视角下环境规制对生态-产业协调发展的影响--基于长三角城市群的实证研究

摘　　要：基于长三角城市群2010—2019年的面板数据,借助耦合协调度、固定效应和门槛效应模型来研究双重环境规制对生态—产业协调发展的影响及技术创新在其中的调节作用。研究发现:(1)长三角城市群生态—产业的协调发展水平有所提升,但存在区域及城市异质性。(2)正式环境规制和非正式环境规制中的收入水平能推动长三角城市群整体生态—产业协调发展;区域视角下,双重环境规制在中心区产生的影响与整体视角下一致,非中心区正式环境规制能推动生态—产业协调发展,非正式环境规制未产生推动作用。(3)以技术创新作为门槛变量时,在整体和中心区域,正式环境规制和生态—产业协调发展之间均存在非线性关系;目前长三角城市群技术创新水平低于门槛值,其调节作用还未发挥到极致。Based on the panel data of the Yangtze River Delta urban agglomeration from 2010 to 2019,the paper uses the coupling coordination degree,the fixed effect and threshold effect models to study the impact of dual environmental regulation on the eco-industry coordinated development and the moderating role of technological innovation.The results show that:(1)the coordinated development level of eco-industry in the Yangtze river delta urban agglomeration shows an increasing trend,but there are differences at the regional and urban levels.(2)Formal environmental regulation and income level in informal environmental regulation can promote the eco-industry coordinated development of the Yangtze River Delta urban agglomeration;From the regional perspective,the impact of dual environmental regulation in the central area of the Yangtze River Delta is consistent with that of the overall perspective.In the non-central area,formal environmental regulation can promote the coordinated development of eco-industry,while informal environmental regulation cannot.(3)When technological innovation is taken as a threshold variable,there is a nonlinear relationship between formal environmental regulation and eco-industry coordinated development in the whole region and the central region of the Yangtze River Delta;At present,the level of technological innovation in the Yangtze River Delta urban agglomeration is lower than the threshold value,and technological innovation has not yet played the most effective role in regulating.
