摘　　要：油气储量管理改革是我国能源体制改革的重要组成部分,近年改革重点集中在制修订资源/储量国家标准和行业技术规范、简化评审备案流程、加强统计数据信息发布监管及培育第三方评估等方面。本轮次改革最主要的特点是进一步厘清国家在储量管理中的定位和主体责任,在顺应油气行业发展新形势的同时,培育市场配置油气资源的环境。围绕国内油气储量改革,新形势新业态下的油公司储量管理应进一步回归市场主体定位,围绕储量资产价值创造和支撑公司可持续发展两个目标细化管理。结合储量劣质化趋势,提出油公司资源/储量管理要以经济可采储量为核心,突出储量资产属性和价值创造能力,实施储量与生产经营融合管理;强化储量价值评估,建立完善资源/储量价值评估体系,探索资源/储量流动机制,进一步发挥市场配置资源作用等建议。Reform of oil and gas reserves management is an important part of China’s energy system reform.In recent years,the reform has been focused on such areas as revision of the national standards and industrial technological specifications on resources/reserves,simplification of the record procedure for appraisal,and enhancement of information release and supervision concerning statistical data and encouragement of the third-party estimation.This round of reform is mainly characterized for further clarification of the nation’s position and principal responsibilities in reserves management.While meeting the new situation of the oil and gas industrial development,the nation established the environment for market-oriented arrangement of oil and gas resources.Focusing on reform of oil and gas reserves at home,the oil companies should position themselves for further market-oriented reserves management under the new situation and new industrial trend.Meanwhile,they should bring the reserves under detailed management in the pursuit of the two goals–creating the value of reserve asset and keeping the company’s sustainable development.Taking into account the deteriorating trend of reserves,this paper proposes that resources/reserves management of oil companies should center on economically recoverable reserves,highlight the attributes and valuecreating abilities of reserves asset,and bring reserves and production business under integrated management.In addition,it also proposes to enhance evaluation of reserves value,establish and perfect the value-estimating system for resources/reserves,study the resources/reserves flow mechanism,and further display the market role in resources allocation.
