摘　　要：中央企业引领大中小企业融通创新是提升我国关键领域产业链现代化水平的重要举措。国家近年出台多项政策,大力推动中央企业发挥龙头优势,带动产业链中小企业发展。当前,中央企业在融通创新平台搭建、合作体系建设、金融支持、完善科技服务等方面形成了典型示范。文章介绍了国家电网、中国移动、中国石油、航天科工4家央企的融通创新举措,指出目前仍存在融通机制不健全、创新资源共享不充分、供需对接不畅、投融资力度不足、中小企业接不住研发需求、影响经营考核等问题与挑战,研究提出了明确融通方法路径、激励创新平台开放共享、建设高水平技术转移平台、优化投资组合、明确技术合作边界等建议。Integrated innovation from large,medium-size and small enterprises led by Chinese central State-owned enterprises(SOEs)is an important measure to modernize China’s industrial chain in the key areas.China has released a number of policies in recent years to allow the central SOEs to take advantage of their leading roles in promoting development of medium-size and small enterprises in the industrial chain.Currently,the central SOEs have made typical demonstrations in establishment of integrated innovation platform,construction of the collaboration system,financial support,and perfection of technological service.This paper makes briefings about the new measures taken by four central SOEs–SGCC,China Mobile,CNPC and CASC,pointing out the existing problems and challenges at the present time,such as imperfect integration mechanism,inadequate sharing of innovation resources,inappropriate connection between demand and supply,inadequate investment and fund-raising efforts,the inability of medium-size and small enterprises to meet the R&D demand,and the influence on business examination.The study comes up with a number of suggestions,such as clarification of the integration method pathways,encouraging deregulation and sharing of the innovation platform,construction of high-level technology transfer platform,optimization of investment portfolio,and identification of technological cooperation boundaries.
