民国时期北平市与河北省划界纠纷刍议

摘　　要：民国时期,北平市政府与邻界的河北省政府围绕行政区划界问题产生了纠纷。该纠纷从最初的“矛盾显现”到中期的“冲突加剧”,至新中国成立前夕依旧“悬而未决”。它是民国时期城市扩张与地区间利益博弈的结果,其直接原因是北平市提出拓界计划与“游览区”建设计划。该纠纷反映了政治在行政区划变迁中的重要作用、城乡之间的互动关系、民众意愿对政府决策的影响。During the Republican period,dispute arose between the Beiping municipal government and the neighboring Hebei provincial government over the demarcation of administrative divisions.From the initial "manifestation of contradictions" to the "intensification of conflicts" in the middle period,the dispute remained "unresolved" on the eve of the founding of New China.It is the result of urban expansion and inter-regional interest games during the Republic of China,and its direct reason is that Peiping proposed a boundary expansion plan and a "tourist area" construction plan.The dispute reflects the important role of politics in the change of administrative divisions,the interaction between urban and rural areas,and the influence of the public will on government decisions.
