摘  要:水文应急监测为上级防汛指挥决策提供了可靠的技术支撑和数据保障。文章介绍了水文应急监测的工作模式,细化了各参与单元的任务职能,阐述了加强水文应急监测能力建设的必要性,并指出了目前水文应急体系存在的共性问题,即“人、设备、后勤”三因素制约,探讨了解决方案和发展方向,以期为日后水文应急监测工作的模式及方案提供借鉴。Hydrological emergency monitoring provides reliable technical support and data assurance for superior flood control command decision-making.This paper introduces the working mode of hydrologic monitoring for emergency response,clarifies the tasks and functions of each participating unit,elucidates the necessity of strengthening the capacity building of hydrological emergency monitoring,and points out the current problems of hydrological emergency,namely,the constraints of"personnel,equipment,and logistics".It discusses the solutions and development direction to provide reference to the mode and program of hydrologic monitoring for emergency response.
