摘　　要：水是社会发展的宝贵资源,是经济发展的重要因素支撑。水资源优化配置是实现水资源合理开发利用的基础,是水资源可持续、优化利用的根本保证。全面统筹做水资源开发工作,立足内挖潜力、外引资源,综合施策,做好水资源优化利用、高质量供给、安全供给工作,切实提升水资源利用率,让水资源更好服务于发展,造福于人民。Water is a precious resource for social development and an important factor support for economic development.The optimal allocation of water resources is the foundation for achieving rational development and utilization of water resources,and the fundamental guarantee for sustainable and optimized utilization of water resources.We should comprehensively coordinate water resources development,focusing on tapping internal potential and introducing external resources.By implementing comprehensive strategies,we can optimize the utilization of water resources,ensure high-quality and safe water supply,and effectively improve the water resources utilization rate.This will enable water resources to better serve development and benefit the people.
