深港“双城三圈”的空间布局与运行机制探索--基于区域经济合作理论的视角

摘　　要：本文从区域经济合作理论与政策文件相结合的视角进行分析,在粤港澳大湾区和深圳建设中国特色社会主义先行示范区的背景下,分析深港合作的发展历程,以及前海与河套,指出“北部都会区”的提出是深港区域合作的深化,是深港合作在空间布局上的重大转机,为此,在进一步研究“北部都会区”与“双城三圈”关系、“双城三圈”空间布局与运行机制关系的基础上,提出“双层三圈”空间布局的清晰界定与探索运行机制需要同步进行,“双城三圈”的运行机制要在坚持“一国两制”制度基础上,在遵循共赢原则、平等原则、差异化原则、开放原则的前提下,构建“共商共建共管共享”新机制。From the perspective of the combination of regional economic cooperation theory and policy documents, this paper analyzes the development process of Shenzhen Hong Kong cooperation, as well as Qianhai and Hetao, under the background of the Guangdong-Hong Kong-Macao Greater Bay Area and the construction of Socialism with Chinese characteristics pilot demonstration zone in Shenzhen, and points out that the proposal of the “Northern Metropolis” is the deepening of Shenzhen Hong Kong regional cooperation and a major turning point in the spatial layout of Shenzhen Hong Kong cooperation. Therefore, On the basis of further studying the relationship between the “Northern Metropolis” and the “Two Cities and Three Circles”, the spatial layout of the “Two Cities and Three Circles” and the relationship between the operational mechanism, it is proposed that the clear definition of the “Two Cities and Three Circles” spatial layout and the exploration of the operational mechanism need to be carried out simultaneously. The operational mechanism of the “Two Cities and Three Circles” should adhere to the “One Country, Two Systems” system, and follow the principles of win-win,equality, differentiation and openness, Build a new mechanism of “co discussion, co construction, co management and sharing”.
