施引侧文献计量指标的设置、优势与应用研究

摘　　要：探索施引侧文献计量指标的设置、优势与应用,有助于推动文献计量学研究领域的发展,更好地为政策制定和科研评价提供决策支撑。由于文献计量指标的历史起源及受当时科学技术发展水平所限,至今大多数数据库仍采用被引侧(cited side)设置与应用。随着科学技术的快速发展,尤其是计算能力的大大提升,我们提出文献计量指标由被引侧向施引侧(citing side)转换的观点;并探讨了施引侧文献计量指标设置的可行性、优势与应用。施引侧文献计量指标更实用、更及时,不仅能够带来更多的科学洞见,同时对政府和科学共同体也具有更重要的理论意义和应用价值。Exploring the setting,advantages and application of bibliometrics index on the citing side is helpful to promote the development of bibliometrics research field and provide decision-making support for policy making and scientific research evaluation.Limited by the historical origin of bibliometrics and the development level of science and technology at that time,most databases still use the cited side to set and apply bibliometric indicators.With the rapid development of science and technology,especially the great improvement of the computing capability,we put forward the idea that the bibliometric indexes should be transformed from the cited side to the citing side.The feasibility,advantage and application of bibliometric index setting were also discussed.The bibliometric index of the citing side is more practical and timely,which can not only bring more scientific insights,but also have more important theoretical significance and practical value for the government and the scientific community.
