新乡贤治村的生成逻辑、实践基础与路径重构

摘　　要：新乡贤治村契合乡村治理创新的内在需求,是提升村治效益和实现城乡融合发展的重要举措。新乡贤治村稳步推进的关键在于国家政策对乡村善治的制度引领、村庄精英对乡村自治的资源供给以及熟人社会对乡村德治的情感加持。新乡贤治村的有效实现路径是构建对乡村各方面产生积极作用的乡村共同体,包括以改善生活为导向的生活共同体、以经济生产为导向的利益共同体、以组织动员为导向的组织共同体。新乡贤治村的推进仍面临“返乡”乡贤文化流失和经纪人理性化色彩浓厚的潜在困境。针对这些难题,需创新发展思维,以培育新乡贤文化为契机,重塑村庄情感纽带;以基层荣誉体系建设为依托,释放乡村社会活力;以筑牢利益联结机制为方法,凝聚多元主体目标共识。The new county sages governing villages is in line with the inherent needs of rural governance innovation,and is an important measure to enhance the effectiveness of village governance and achieve urban-rural integration development.The key to steadily advancing the governance of new county sages lies in the institutional guidance of national policies for good governance of rural areas,the resource supply of village elites for rural autonomy,and the emotional support of acquaintance society for rural moral governance.The effective implementation path of new county sages governing villages is to build a rural community that has a positive impact on all aspects of the countryside,including a life community oriented towards improving life,an interest community oriented towards economic production,and an organizational community oriented towards organizational mobilization.The promotion of new county sages governing villages still faces potential difficulties in the loss of“returning home”county sages culture and the strong rationality of brokers.To address these challenges,innovative development thinking is needed,taking the cultivation of county sages culture as an opportunity to reshape the emotional bond of the village,relying on the construction of the grassroots honor system,unleashing the vitality of rural society.By strengthening the mechanism of interest linkage,it is necessary to gather consensus on the goals of multiple stakeholders.
