广东省利用撂荒农地发展精品农业的现状及存在的问题

摘　　要：利用撂荒农地发展精品农业是提高农地使用效率,减少农地资源浪费的重要途径之一。本文首先归纳总结出了目前广东省利用撂荒农地发展精品农业的现状。其次,从现有政策、产业化功能、农民的乡土情结、农地细碎化、基础设施和资金等方面分析其存在的问题。最后,围绕这些问题提出了有针对性的政策与建议:因地制宜,放弃“一刀切”的做法;不断完善产业配套,提高利用撂荒农地发展精品农业的产业化功能;改变农民的思想与认识,疏导农民的乡土情结;调整生产布局,实现撂荒农地的连片化利用;增加财政投入,不断完善基础设施;构建多条资金来源渠道,增加利用撂荒农地发展精品农业的资金投入。Utilizing abandoned farmland to develop high-quality agriculture is one of the important ways to improve land use efficiency and reduce waste of agricultural resources.The article first summarizes the current situation of utilizing abandoned agricultural land to develop high-quality agriculture in Guangdong Province.Secondly,analyze the existing problems from the aspects of existing policies,industrialization functions,farmers'local sentiment,fragmentation of agricultural land,infrastructure and funds.Finally,targeted policies and suggestions were proposed around these issues:adapting to local conditions and abandoning the"one size fits all"approach;Continuously improving industrial supporting facilities and enhancing the industrialization function of utilizing abandoned agricultural land to develop high-quality agriculture;Change the thinking and understanding of farmers,and guide their local sentiment;Adjust production layout to achieve continuous utilization of abandoned agricultural land;Increase financial investment and continuously improve infrastructure;Build multiple funding sources and increaseinvestment in utilizing abandoned agricultural land to develop high-quality agriculture.
