摘　　要：社区数字化治理作为赋能城市“末梢”精细化管理的内生选择,是一个公共价值创造的过程。动态战略三角模型作为阐释公共价值的拓展性分析框架,可套嵌于社区数字化治理路径研究。通过动态战略三角模型,可从“公共价值授权、资源供给能力、服务工具评估”三个维度对社区数字化治理图景进行分析,总结出社区治理权力结构优化、响应速度加快、“网格化”简约治理实现等实践经验,以及所面临的智治理念偏差、内部压力传导、虚拟空间紊乱等现实困境。社区数字化治理秉承人文主义价值取向,需要回归模型本身,围绕干部能力提升与伦理重塑、优化组织模式与市场引入、加大基础设施体系建设与风险防范构建三个层面形成治理方略,实现基层治理现代化的内涵式跃升。Digital governance in communities,as an inherent choice to empower fine management at the“periphery”of cities,is a process of creating public value.The“Dynamic Strategic Triangle Mod-el,”serving as an expansive analytical framework for explicating public value,can be integrated into the study on the path of digital governance in communities.Through this model,the analysis of the landscape of digital governance in communities is conducted across three dimensions:“authorization of public value,resource supply capability,and assessment of service tools.”It summarizes practical experiences such as the optimization of the governance rights structure in communities,acceleration of response speed,and the implementation of simplified‘grid-based’governance,while also address-ing real challenges such as deviations in governance philosophies,internal pressure transmission,and disarray in virtual spaces.Digital governance in communities adheres to a humanistic value orienta-tion,and necessitates a return to the model itself,focusing on the enhancement of capabilities of lo-cal officials and ethical reshaping,optimization of organizational models and market integration,and the augmentation of infrastructure system development and risk prevention,to formulate governance strategies across three dimensions.This aims to achieve a comprehensive elevation of grassroots gover-nance modernization.
