基于国土空间规划的耕地保护问题研究——以漳州市为例

摘　　要：在国土空间规划背景下,该文分析国土空间规划“三区三线”划定后,漳州市耕地保护面临新的形势问题及产生问题的原因,提出科学界定耕地内涵外延,构建国土空间保护新格局,利用资源禀赋差异优化耕地布局,加强土地整治开发提升耕地质量,完善耕地保护补偿监督机制的耕地保护建议。In the context of territorial space planning,this paper analyzes the new situation problems and the causes of arable land protection in Zhangzhou City after the delineation of"three spaces and three lines"of territorial space planning,and puts forward the scientific definition of arable land connotation and extension.Arable land protection suggestions are proposed to construct a new pattern of land spatial protection,optimize the layout of arable land by making use of the differences of resource endowments,strengthen land renovation and development,improve the quality of arable land,and enhance the compensation supervision mechanism of arable land protection.
