摘　　要：为了落实市场监管总局的有关政策,做好天然气加气站的计量管理工作,维护市场公正公平,切实保护群众的合法权益,本文对天然气加气站计量管理领域标准的建立进行探讨与实践。由本地区市场监管部门和龙头企业计量管理方面的专家组成研究团队,通过长达五年的一线实际工作调研,结合本地区行业特点,凝聚总结成功的管理经验,在关键共性领域提炼出具有充分可行性和普适性的条款,立项制定有关地方标准,并由本地区市场监管部门牵头组织标准的试点应用。经验证,标准内容能够有效地规范天然气加气站计量方面的行为,提升行业服务水平,显著减少计量投诉与计量纠纷,提高群众的满意度。In order to implement the relevant policies of the State Administration for Market Regulation,do a good job in the measurement management of natural gas fi lling stations,maintain market fairness and effectively protect the legitimate rights and interests of the people,this article explores and practices the establishment of standards in the fi eld of measurement management of natural gas fi lling stations.Based on the fi ve years of frontline practical work and research of the research team composed of experts from local market supervision departments and leading enterprises in metrology management,combined with the characteristics of the local industry,successful management experience has been summarized.In key common areas,clauses with suffi cient feasibility and universality have been extracted,relevant local standards have been developed,and the pilot application of the standards have been organized with the leadership of local market supervision departments.After verifi cation,the standards contents can effectively regulate the measurement of natural gas fi lling stations,improve the industry service levels,signifi cantly reduce measurement complaints and disputes,and improve public satisfaction.
