基于职业病危害过程控制的职业卫生监管模式分析

摘　　要：目的 分析基层卫生行政部门基于职业病危害过程控制加强职业卫生监管的效果。方法 基层卫生行政部门共计监管武夷山市22家微小企业,研究起始时间为2022年7—12月,由基层卫生行政部门基于职业病危害过程加强职业卫生监管并采取相应的监管模式,动态掌握用人单位职业、岗位以及不同岗位劳动者数量和分布情况,定期检测工作场所职业病危害因素,分析不同企业职业病危害因素检测结果,统计和分析平均实测值并与职业接触限值进行对比,分析微小企业职业卫生管理水平及职业病监测结果。结果 不同企业职业病危害因素存在一定的差异,其中噪音为不同企业职业病主要危害因素;其次为粉尘,平均实测值略高于职业接触限值。微小企业职业卫生管理水平总分为(74.56±5.27)分。全部22家微小企业中新增职业病禁忌10例,新增率为2.65%。结论 基层卫生行政部门基于职业病危害过程控制加强职业卫生监管能够及时发现潜在职业病危险因素并指导用人单位采取行之有效的防控和干预措施,对于降低职业病发生率,保障劳动者生命安全与健康有重要意义,对于推动企业发展以及维护社会稳定可发挥积极作用。Objective To analyze the effectiveness of strengthening occupational health supervision by grassroots health administrative departments based on the process control of occupational disease hazards.Methods The grassroots health administrative department supervised a total of 22 small enterprises of Wuyishan city,starting from July to December,2022.Based on the process of occupational disease hazards,the grassroots health administrative department strengthens occupational health supervision and adopted corresponding regulatory models to dynamically grasp the occupation,position,and number and distribution of workers in different positions of the employer,and regularly detected occupational disease hazards in the workplace,analyzed the detection results of occupational disease hazards in different enterprises,calculated and analyzed the average measured values and compared them with occupational exposure limits,analyzed the occupational health management level of small enterprises,and analyzed the occupational disease monitoring results.Results There were certain differences in occupational hazard factors among different enterprises,with noise being the main occupational hazard factor,followed by dust.The average measured value was slightly higher than the occupational exposure limit.The total score of occupational health management level in small and medium-sized enterprises was(74.56±5.27)points.Among all 22 small enterprises,10 new employees were found to have occupational disease contraindications,with a growth rate of 2.65%.Conclusion Strengthening occupational health supervision based on the process control of occupational disease hazards by grassroots health administrative departments can timely identify potential occupational disease risk factors and guide employers to take effective prevention and intervention measures.This is of great significance for reducing the incidence of occupational diseases,ensuring the safety and health of disabled workers,and playing a positive role in promoting enterprise devel
