摘 要:近年来极端高温灾害诱发的各类山林火灾在全球多地发生,灾害应急救援面临诸多新的挑战,考验地区乃至国家的应对能力。以2022年中国川渝地区重大山火和2023年加拿大严重森林火灾为背景,阐析灾害条件下应急响应行动的时空差异,反映了急态环境中救灾力量释放状况及不同的应对效能,侧面折射出背后的制度体制深层影响。极端高温引发大规模火灾是一项复合性风险,灾害应对需要强化协同基础上的全过程响应和多维度应急联动。In recent years,all kinds of forest fires induced by extreme high temperature disasters have occurred in many parts of the world,and disaster emergency rescue is facing many new challenges,testing the response capacity of the region and even the country.Based on the background of serious forest fire in Sichuan and Chongqing in 2022 and serious forest fire in Canada in 2023,the temporal and spatial differences of emergency response actions under disaster conditions are analyzed,which reflects the release of disaster relief forces and different response effectiveness in emergency environment,and reflects the deep influence of the underlying system.Large-scale fire caused by extreme high temperature is a complex risk,and disaster response needs to strengthen the whole process response and multi-dimensional emergency linkage on the basis of coordination.
