留守儿童平等发展权重塑——基于“儿童发展账户”机制

摘　　要：发展权作为人权体系中的基本人权,是制约其他人权实现并派生出系列子人权形式的母人权。文章借鉴“儿童发展账户”基本理念,以资产社会政策为理论指导,试图搭建留守儿童资产建设与未来发展平台,通过跨代资本干预与多维服务整合树立家庭责任意识,促进家庭以“发展性投资”替代“预防性储蓄”;通过建立中心辐射状留守儿童服务网,为留守儿童的平等发展提供服务供给、社会支持与国家保障。The right to development,as a fundamental human right in the human rights system,is a mother human right that restricts the realization of other human rights and derives a series of sub human rights.The article draws inspiration from the basic concept of the“Child Development Account”and takes asset social policy as the theoretical guidance,attempting to build a platform for asset construction and future development of left behind children.Through cross generational capital intervention and multi dimensional service integration,it establishes a sense of family responsibility and promotes family’s replacement of“preventive savings”with“developmental investment”.By establishing a central radiating service network for left behind children,it provides service supply,social support,and national guarantee for the equal development of left behind children.
