生猪屠宰场建设非洲猪瘟检测实验室的思考

摘　　要：【目的】非洲猪瘟是由非洲猪瘟病毒引起的猪急性、热性、高度接触性、烈性传染病,被列为我国一类重大动物疫病。本文对屠宰场(点)非洲猪瘟自检实验室进行调研,旨在促进非洲猪瘟检测实验室建设规范化、标准化,进而推动“两项制度”实施和疫情防控。【方法】针对钦州市57家市、县、乡镇三级生猪屠宰场(点)非洲猪瘟检测实验室在经费、布局、仪器及设备、设施与环境、实验室管理等方面进行走访调查。【结果】2019年,钦州市共有7家屠宰场(点)非洲猪瘟自检实验室建设完成,并获得广西农业农村厅授权。实验室建立了运行制度和工作台帐记录制度,并投入了经费、配备了检测人员和仪器以正常开展非洲猪瘟检测工作。57家屠宰场(点)非洲猪瘟自检实验室在硬件设施上达到相关文件的基本要求,但在布局和规划建设、经费持续投入、人员培训、生物安全、实验室管理等方面有待提高。【结论】经费和土地是限制非洲猪瘟自检实验室建设的最大因素,这与屠宰经营收益有很大相关性。屠宰场(点)非洲猪瘟自检实验室在人员培训、实验活动规范、生物安全管理、无害化处理等软环境上尚需不断加强与完善。【Objective】African swine fever(ASF)is an acute,febrile,highly contagious and severe infectious disease caused by African swine fever virus(ASFV),which is listed as a major animal disease in China.This paper investigates the African swine fever self-testing laboratory in slaughterhouses(site points),aiming to promote the standardization of the construction of African swine fever testing laboratory,and then promote the implementation of the“two systems”and epidemic prevention and control.【Method】A survey was conducted on the funds,layout,instruments and equipment,facilities and environment,and laboratory management of African swine fever detection laboratories in 57 pig slaughterhouses(site points)at city,county and township levels in Qinzhou City.【Result】In 2019,the construction of African swine fever self-test laboratory in 7 slaughterhouses(site points)in Qinzhou City was completed and authorized by Guangxi Agricultural and Rural Affairs Department.The establishment of the laboratory has established the operation system and the working account record system,and invested funds,equipped with testing personnel and instruments to carry out the detection of African swine fever.The hardware facilities of 57 African swine fever self-test laboratories in slaughterhouses(site sites)met the basic requirements of relevant documents,but the layout and planning construction,continuous investment in funds,personnel training,biosafety,laboratory management and other aspects need to be improved.【Conclusion】Funding and land are the biggest factors restricting the construction of African swine fever self-test laboratory,which is closely related to the income of slaughtering operation.The African swine fever self-test laboratory in slaughterhouses(points)needs to be continuously strengthened and improved in the soft environment of personnel training,experimental activity norms,biosafety management,and harmless treatment.
