从精准脱贫到乡村振兴衔接背景下合作社产业转型的困境与路径创新

摘　　要：要推进脱贫攻坚和乡村振兴的有效衔接,在精准扶贫阶段成立的农村产业合作社与农村社会联系密切,可为实现乡村振兴的“产业兴旺”发挥特有的衔接功能。M合作社存在由“产业扶贫”向产业兴旺转型中出现了过渡性问题,即产业转型基础薄弱、生产要素支撑不足,产业转型人才资源缺失等。造成上述现象的原因主要是新旧政策的衔接不流畅、资金投入不足、现代化的科技支撑不强。从增加资金投入增强合作社产业发展基础,整合多种资源完善合作社产业发展的各种生产要素,立足本土资源培育合作社产业发展人才3个方面创新种养殖合作社转型路径,为促进合作社在乡村振兴中更好地发挥作用提供经验支持。In order to promote the effective connection between poverty alleviation and rural revitalization,the rural industrial cooperatives established in the targeted poverty alleviation stage are closely connected with the rural society and can play a unique connecting function for realizing the“industrial prosperity”of rural revitalization.M cooperatives have transitional problems in the transition from“industrial poverty alleviation”to industrial prosperity,that is,weak foundation for industrial transformation,insufficient support for production factors,and lack of human resources for industrial transformation.The main reasons for the above phenomenon are not smooth connection between old and new policies,insufficient capital investment,and weak support of modern science and technology.This paper attempts to innovate the transformation path of breeding and breeding cooperatives from three aspects:Enhancing capital investment to strengthen the development basis of cooperative industry,integrating various resources to improve various production factors of cooperative industry development,basing on local resources,and cultivating talents for cooperative industry development,so as to provide empirical support for promoting cooperatives to play a better role in rural revitalization.
