渔民参与海洋渔业垃圾治理的激励对策研究

摘　　要：海洋环境治理是时下国际社会共同关注的话题。我国参与海洋垃圾治理,不仅是新时代的呼唤,而且是中国实现“向海而兴”的重要举措。基于调查研究发现,当前渔民在参与海洋渔业垃圾治理的过程中存在渔民对海洋渔业垃圾分类知识不熟悉、参与治理行动的途径较狭窄、治理办法政策不适用等问题。将根据波特-劳勒综合激励模型的内在逻辑,从感知个体努力程度、工作绩效、内在性奖酬与外在性奖酬、满足感等多角度提出渔民参与海洋渔业垃圾治理的激励对策。Marine environmental governance is a common concern of the international community.China’s participation in marine garbage management is not only the call of the new era,but also an important measure to realize China’s“rising to the sea”.Based on the investigation and research,it is found that the fishermen in Zhoushan City,Zhejiang Province currently have problems in the process of participating in the management of marine fishery garbage,such as the imperfect cognition system of the fishermen to the marine fishery garbage,the narrow way for the fishermen to participate in the management action,and the policy of the fishermen’s living environment has not been updated in time.According to the internal logic of Potter-Lauler comprehensive excitation model,incentive countermeasures for fishermen to participate in marine fishery waste management were put forward from multiple aspects of perception of individual effort,work performance,intrinsicand extrinsic rewards,satisfaction.
