摘　　要：近年来,老挝积极推动中国打造绿色共同体的倡议和“一带一路”的建设,随着中老双边各领域经贸合作的不断加深,双方在环境和林业方面的合作也日益增多,各标志性项目逐步落实,为老挝提供了重要机遇,森林生态资源的保护与经济的可持续发展依然是老挝政府关注的重点问题。基于近年来老挝政府对森林生态资源的保护,从生态、经济、社会三方面展开,全面梳理老挝在生态保护、经济补助和社会激励方面的保护政策,探讨老挝在森林生态资源管理中存在的弊端,借鉴中国在生态环保领域的成功经验,提出优化老挝森林生态保护政策的可行性建议。健全老挝森林生态保护政策体系,有利于进一步深化中老绿色共同体建设,推动中老双边在生态环境领域的交流与合作,以生态环境合作促进中老两国民生福祉。In recent years,Laos has actively promoted China s initiative to build a green community and the construction of the“Belt and Road”.As bilateral economic and trade cooperation between China and Laos continues to deepen in various fields,cooperation between the two sides in the environment and forestry has also increased,and various landmark projects have gradually,and the implementation has provided Laos with important opportunities.The protection of forest ecological resources and economic sustainability are still key issues of concern to the Lao government.Based on the protection process of forest ecological resources by the Lao government in recent years,this article started from three aspects:ecological,economic and social.It first comprehensively sorted out Laos protection policies in ecological protection,economic subsidies and social incentives,and discussed Laos s forest ecological resources.Based on the shortcomings existing in management,and drawing on China s successful experience in the field of ecological and environmental protection,it proposed feasible suggestions for optimizing Laos forest ecological protection policies.Improving the forest ecological protection policy system in Laos would help further deepen the construction of a green community between Laos and China,promote bilateral exchanges and cooperation between Laos and China in the field of ecological environment,and promote the livelihood and well-being of the people of China and Laos through ecological and environmental cooperation.
