珠三角城市群生态文明示范创建路径思考

摘　　要：生态文明建设是以习近平同志为核心的党中央高度重视的“国之大者”。国家生态文明建设示范区是推动习近平生态文明思想落地生根、开花结果的重要抓手。近年来,珠三角城市群生态文明建设呈现一些新的特征和趋势,这对我们研究习近平生态文明思想提供了一些新的思考和启发。如何巩固和拓展全国生态文明示范创建成果,在更大尺度、更高层次上打造向世界展示美丽中国建设成就的重要窗口成为一个重要命题。基于珠三角城市群生态文明建设实践,总结提出一些生态文明建设的典型模式,如科技创新驱动“深圳模式”、城市更新改造“广州模式”等;并且建立指标体系,进行珠三角城市群生态文明一体化建设评估,得出城市群总体建设水平较高,但内部各市差异较大的结论。本研究从经济基础、形态特征、空间格局、功能布局、制度安排等角度,提出了推动下一步城市群尺度生态文明建设的路径建议。Ecological civilization is one of the great work of our country,and the party central committee attaches great importance to it.The national ecological civilization construction demonstration is an important starting point to make Xi Jinping's ecological civilization thought taking root and bearing fruit.In recent years,the national ecological civilization construction of the Pearl River Delta urban agglomeration presents some new characteristics and trends,which is profit to study Xi Jinping's thought on ecological civilization.How to scale up the work of national ecological civilization construction demonstration to larger scales,is a vital proposition.It has become an important proposition to build a window to show the world of its achievements in building beautiful China at a larger scale and higher level.Based on the practice of the ecological civilization construction of the Pearl River Delta urban agglomeration,this study summarized some typical models for ecological civilization construction,such as“Shenzhen model”of scientific and technological innovation driving,“Guangzhou model”of urban renewal and transformation and so on.Then an indicator system was established to evaluate the level of civilization construction in the Pearl River Delta urban agglomeration.In conclusion,the construction level is relatively high,but the differences between cities are very large.And then,this study proposes some suggestions for promoting ecological civilization construction in the scale of urban agglomerations,from these point of view including economic basis,morphological characteristics,spatial pattern,functional layout,institutional arrangement and so on.
