自贸港新形势下对海南省动物疫病防控体系的几点思考

摘　　要：为了解海南省动物疫病防控体系存在的问题,以省、市县、乡镇三级机构体系为研究对象,从职能、人员配备、硬件建设等方面进行了调研。调研发现:海南省动物防疫体系不健全不规范,业务衔接断层断线,工作经费缺乏,基础设施建设薄弱。针对上述问题进行思考提出对策建议:建立健全省、市县、乡镇三级机构体系队伍,加大动物防疫经费的投入,加强兽医基础设施建设,借鉴推广“政府购买服务”模式,以提高海南自贸港封关运作后生物安全防控能力。The research is carried out from the functional aspects,staffing,and hardware construction at the provincial,mu-nicipal,county,and township levels to find the problems of animal disease prevention and control systems in Hainan province.The research found that the animal epidemic prevention system in Hainan Province is not sound and standardized,the business connection is broken and disconnected,the work lacks funds,and the infrastructure is weak.In addition,we put forward countermeasures and suggestions for the problems,establish a sound organization system,increase investment in animal epi-demic prevention funds,and strengthen the construction of veterinary infrastructure.The"government purchase service"model should be used for reference to improve the biosafety prevention and control capability of the Hainan Free Trade Port after the closure and operation.
