震后初期多品种应急物资动态分配模型研究

摘　　要：针对震后前三天应急物资短缺情景下的应急物资配送与选址问题,综合考虑不同需求点对不同品种应急物资的需求程度差异以及应急物资需求动态变化、供应点和配送点每天每类应急物资库存量动态变化、配送路径容量限制、需求点路况动态变化等特征,以应急物资分配公平性最大、配送总时间最短和配送总成本最小为目标,构建震后初期应急物资动态分配与选址多目标混合整数规划模型,运用增广ε约束法对多目标优化模型进行求解.以汶川地震的应急物资配送为案例,对目标函数进行均衡分析,验证模型的有效性.结果表明:利用提出的模型进行应急物资分配,能够有效的获得权衡公平,时间和成本的物资分配方案.Aiming at the distribution and location of emergency materials in the situation of emergency materials shortage in the first three days after the earthquake,we developed a multi-objective optimization model for the distribution and location of emergency material problem,the differences in the level of demand for different types of emergency materials at different demand points and the dynamic changes in demand for emergency materials,the dynamic changes in the daily inventory of each type of emergency materials at supply and distribution points,the capacity constraints of distribution routes,the dynamic changes in road conditions at demand points and other characteristics being considered comprehensively.The objective is to maximize the fairness of emergency material distribution,minimize the total time of distribution and the total cost of Fdistribution.The multi-objective optimization model was solved by the augmentedε-constraint method.By taking the distribution of emergency supplies in Wenchuan earthquake as an example,the tradeoff analyses of objective functions was conducted to verify the effectiveness of the built model.The result shows that using the proposed model for emergency material allocation is effective in obtaining a material allocation solution that weighs equity,time and cost.
