二轮延包中无地农民“赋权机制”选择意愿影响因素研究

摘　　要：随着地权固化局面的日益加深,在第二轮农村土地承包期届满时,通过传统的土地调整模式解决无地农民的承包地问题变得愈发困难。因此,循着“还要在地外做文章”,构建无地农民“赋权机制”,赋予无地农民粮食分配权、集体收益分配权、集体资产折股量化的股权、集体公益性工作岗位优先就业权、养老保险权等,以替代土地对农民之固有的生活保障、就业机会、经济收益、养老保障等功能,“赋权机制”成为保障无地农民权益的一种新选择、新思路。本文基于计划行为理论,从农民对“赋权机制”的行为态度、主观规范和知觉行为控制三个方面,构建无地农民“赋权机制”选择意愿影响因素的理论模型,利用川渝鄂地区834份农民的调研数据,运用结构方程模型对无地农民“赋权机制”选择意愿影响因素的路径进行实证分析。研究表明:农民赋权认知的行为态度、主观规范和知觉行为控制三个维度均对农民的“赋权机制”选择意愿产生显著的正向影响。其中,主观规范和知觉行为控制对行为态度也具有显著的正向影响。论文最后基于实证研究结论提出了针对性建议,即完善配套法律政策体系、加强无地农民“赋权机制”过程的监管与规范建设、提高“赋权机制”给无地农民带来的获得感,以及增强农民“赋权机制”的认知度和接受度。With the deepening of the consolidation of land rights,when the second round of rural land contract expires,it becomes more and more difficult to solve the problem of landless farmers'contracted land through the traditional land adjustment model.Therefore,it is necessary to find other ways outside the land to build an empowerment strategy for landless farmers,giving landless farmers the right to distribute grain,the right to collective income distribution,the quantified equity of collective assets converted into shares,the right to preferential employment for collective public welfare jobs,and social security,etc.In order to replace the inherent functions of land for farmers,such as life security,employment opportunities,economic benefits,and old-age protection,the“empowerment strategy”has become a new choice and new way of thinking to protect the rights and interests of landless farmers.Based on the theory of planned behavior,this paper constructs a theoretical model of the influencing factors of landless farmers'willingness to choose“empowerment strategy”from three aspects:farmers'attitude towards“empowerment strategy”,subjective norms and perceptual behavior control.Using the survey data of 834 farmers in Sichuan-Chongqing-Hubei region and using the structural equation model,this paper conducts an empirical analysis on the path of farmers'choice of landless farmers'“empowerment strategy”influencing factors.The research shows that the behavioral attitude,subjective norm and perceived behavioral control of farmers'empowerment cognition all have a significant positive impact on farmers'willingness to choose“empowerment strategy”.Among them,subjective norms and perceived behavior control also have a significant positive impact on behavior attitude.Finally,based on the empirical research conclusions,targeted suggestions are put forward:improve the supporting legal and policy system,strengthen the supervision and normative construction of landless farmers'empowerment strategy process,improve the
