公共服务供给对产业结构升级的影响研究

摘　　要：公共服务高质量供给是推动经济高质量发展、实现共同富裕的关键路径。基于2003—2021年中国30个省市区数据,采用熵权TOPSIS法测算各地区公共服务供给水平,实证检验公共服务供给对产业结构升级的影响效应。研究表明,公共服务供给水平的提升有利于促进产业结构升级,且这种影响存在异质性,经济性公共服务供给显著促进了产业结构升级,而社会性公共服务供给的影响则不显著;公共服务供给通过提升生产性服务业集聚水平进而推动地区产业结构优化升级。应健全公共服务体制机制建设,优化公共服务供给结构,并通过提升生产性服务业集聚水平来推动产业结构升级。High-quality provision of public services is a key path to promote high-quality economic development and achieve common prosperity.Based on the data of 30 provinces,municipalities and autonomous regions in China from 2003 to 2021,this paper uses the entropy weight TOPSIS method to measure the level of public service provision in each region,and constructs an econometric model to empirically test the impact effect and internal mechanism of public service provision on industrial structure upgrading.The research results show that the improvement of public service provision level is conducive to promoting industrial structure upgrading,and this effect has heterogeneity.Economic public service provision significantly promotes industrial structure upgrading,while the impact of social public service provision is not significant.The mechanism test results show that public service provision promotes regional industrial structure optimization and upgrading by improving the agglomeration level of producer services.Based on this,policy suggestions are put forward to optimize the structure of public service provision,promote regional integration of public service provision,and enhance the agglomeration level of producer services.
