摘　　要：湖北应城蕴藏着较为丰富的盐业资源,但在纲引盐制下,应城在清前中期依旧被划定为淮盐的销区,本土的盐业生产则一直遭到官府的封禁。受太平天国运动的影响,湖北地区淮盐行销不畅而引发了盐荒,清廷最终解除了对应城本土盐业的禁令。为了加强对应城盐业的控制以及安抚当地的商民,清廷曾调整对应城盐业的管理措施。相关改革虽然在一定程度上解放了应盐的生产,但并没有改变清廷对应盐以限制为主的政策导向。相反,清廷厉行着对应城盐业生产规模和合法销区的控制并课以重税,以保护淮盐在湖北地区的行销,因而应城盐业的生产规模和产品流通范围始终十分狭小。同时,受自身盐质较差以及生产落后的影响,应城盐业在晚清的发展受到了严重限制。Yingcheng,located in Hubei,has rich salt industry resources.However,under the Gangyan System,Yingcheng was still designated as a sales area of Huai salt in the early and middle Qing Dynasty,and the local salt production had been banned by the government.Influenced by the Taiping Heavenly Kingdom Movement,the poor marketing of Huai Salt in Hubei caused a salt shortage.The Qing government finally lifted the ban on the local salt industry in Yingcheng.In order to strengthen the management of Yingcheng salt industry and appease the local people,the Qing government adjusted the management measures of the salt industry in Yingcheng.Although this reform liberated the production of Ying Salt to a certain extent,it did not change the policy orientation of the Qing government,which focused on restricting Ying salt.On the contrary,the Qing government strictly controlled the production scale and legal sales area of Yingcheng’s salt and levied heavy taxes on it to protect the marketing of Huai Salt in Hubei.So the production scale and product flow scope of the salt industry in Yingcheng were very narrow.At the same time,due to its poor salt quality and backward production facilities,the salt industry in Yingcheng was severely restricted in the late Qing Dynasty.
