摘　　要：以地方政府建设用地供应策略对经济高质量发展的影响为主题,基于经济高质量发展的整体层面和维度层面,归纳总结其研究进展,展望未来研究趋势并探讨供地相关制度改革。结果表明:(1)该主题研究在整体和维度层面已经形成了基本框架,但是相对而言,对整体层面影响的研究较少,对创新、协调、绿色、开放、共享不同维度影响的研究进展存在显著差异。(2)从影响效果—影响路径—空间影响的逻辑主线来看,地方政府供地策略可以助力经济发展实现“量”的增长,但无益于“质”的提升,其影响路径是限制产业结构的合理发展和优良演化,并且该影响存在区域异质性和空间溢出性。(3)未来相关研究,在整体层面需要进一步扩展、深化供地策略的影响研究。在维度层面,协调、共享维度需要丰富研究视角,开放维度应当填补研究空缺。(4)未来供地制度改革方面,不仅要适当提升产业准入门槛并加强后期监管,营造公平竞争的土地市场环境,建立健全城乡统一的建设用地市场,而且需要深化土地要素市场化改革,健全现代预算制度、优化税制结构,建立以高质量发展为导向的晋升考核体系。Taking the impact of local government construction land supply strategies on high-quality economic development as the theme,based on the overall and dimensional levels of high-quality economic development,this paper summarized the research progress.This paper expected future research trends and explored the reform of land supply related practices.The results showed that:①The research on this topic has formed a basic framework at both the overall and dimersional levels.Relatively speaking,there were few researches on the overall impact,and there were significant differences in the research progress on the impact of different dimensions of innovation,coordination,green,openness and sharing.②From the logical main line of impact effect-impact path-space impact,construction land supply strategy by local government could help economic development to achieve“quantitative”growth,but it was not conducive to the improvement of“quality”.Its impact path was to limit the reasonable development and good evolution of industrial structure,and the impact had regional heterogeneity and spatial spillover.③In the future,at the overall level,it is necessary to further expand and eleepen the research on the impact of land supply strategies.At the dimension level,the coordination and sharing dimension needed to enrich the research perspective,and the open dimension should fill the research vacancy.④In the future reform of land supply,it was not only necessary to properly raise the industry access threshold and strengthen the superviionsion in the later stage,create a fair competit land market environment,establish and improve the unified urban and rural construction land market,but also to deepen the market-oriented reform of land factors,improve the modern budget system,optimize the tax structure,and establish a high-quality development-oriented promotion and assessment system.
