文化抵制、文化制裁、文化脱钩辨析及对中国文化安全的启示

摘　　要：文化抵制、文化制裁、文化脱钩三类现象在国家政治和国际政治领域频繁发生,遍及古今中外,对特定国家或相关国际关系的历史走向均产生了不容忽视的影响。由于缺乏相对统一清晰的定义分析,国内外各界都出现了一定程度的混用、错用。三者具有一定共性联系,都介入文化流动性、涉及肯定本我和否定他者,并存在相互转化关系;同时三者差异明显,具体意涵大不相同,行为主体、行为方式、施动维度也各有差异。文化抵制主要存在于族际之间,主旨在于抗拒外来族群的文化融入;文化制裁发生于国家之间,带有强烈的国际道德色彩;文化脱钩常见于文化共同体的各个单位之间,以断绝文化联系为目的。分析三者的相互逻辑对于中国的文化安全建设具有启示意义:一是要坚持中国民族和中华文化主体性立场,二是要反击舆论污蔑攻讦打破文化霸权,三是要打击敌对势力渗透影响,维护中国文化主权、文化安全、国际文化形象及文化影响。The phenomena of cultural boycott,cultural sanction,and cultural decoupling are frequent in the fields of national and international politics.They can easily be found at all times and across the globe,having significant impacts on specific countries or the historical trajectory of relevant international relations.The absence of relatively unified and clear definitions of thesethree terms has caused a certain degree of confusion and misuse both inside and outside China.In fact,the three share some commonalities:they all intervene in cultural flows,they all involve the affirmation of one's cultural identity and the negation of that of others,and they are interchangeable.However,obvious differences remain in specific connotations,behavioral subjects,behavioral modes,and dynamic dimensions.Cultural boycotts occur primarily between ethnic groups,for the purpose of resisting the cultural integration offoreign groups;cultural sanctions happen between countries,with a strong hint of international morality,and cultural decoupling typically takes place between components of a cultural community,with the aim of severing ties culturally.An analysis of the respective logic of these three phenomena reveals the following lessons for strengthening China's cultural security:maintaining the principal position of the Chinese nation and Chinese culture;breaking cultural hegemonythrough counteractions against the smear campaign orchestrated by Western media;and subduing infiltrationattempts byhostileforcesand safeguarding China's cultural sovereignty,security,international image,and influences.
