中国冰球归化外籍球员的法律依据、积极效应与推进路径

摘　　要：我国冰球运动起步较晚,冰球竞技能力不强,借助归化外籍冰球球员提高我国冰球竞技实力成为一种可行路径。从法律层面考量,我国《国籍法》为冰球归化球员国籍的转换提供了法律支撑,国际冰球联合会相对宽松的归化政策为我国引进优秀外籍球员创造了条件。冰球归化球员对于提升我国冰球竞技实力、带动本土球员快速成长以及促进群众冰雪运动开展具有积极效应。为持续推进冰球归化工作,促进冰球归化球员的规范化管理,提出细化解释入籍条款,有限承认双重国籍;以华裔球员为主,兼顾非血统球员归化;提高职业联赛水平,吸引优秀球员入籍;健全社会保障体系,维护归化球员权益等举措。以期通过完善相关法律法规和制度,实现我国冰球项目的可持续发展,加快我国冰雪体育强国建设的进程。China's ice hockey started relatively late and its competitive ability is not strong.Utilizing naturalized foreign ice hockey players to improve China's ice hockey competitive ability has become a feasible path.From a legal perspective,China's Nationality Law provides legal support for the conversion of the nationality of ice hockey naturalized players,and the relatively loose naturalization policy of the International Hockey Federation creates conditions for China to introduce excellent foreign players.Domesticated ice hockey players have a positive effect on improving China's ice hockey competitive ability,driving the rapid growth of local players,and promoting the development of mass ice and snow sports.In order to continue promoting the naturalization of ice hockey and promoting the standardized management of ice hockey naturalized players,this paper has proposed the measurements such as refine the interpretation of the naturalization clause,with limited recognition of dual nationality;focus on players of Chinese descent and take into account the naturalization of players of non-traditional origins;improve the level of the professional league to attract outstanding players to become a naturalized player;establish and improve the social security system and safeguarding the rights and interests of naturalized players.By improving the relevant laws,regulations and systems,in order to achieve the sustainable development of China's ice hockey projects and accelerate the construction of a leading ice and snow sports nation.
