新时代我国港产城融合发展问题、形势与建议

摘　　要：港产城融合是港口城市发展的普遍规律,推动港产城融合发展既是优化港口、产业、城市布局的基本要求,也是提升城市发展能级的内在要求。基于我国港产城融合发展的现实基础和主要问题,分析新时代面临的发展形势,提出高质量融合的主要思路和发展路径。研究表明,随着港、产、城快速发展,港产城之间协同水平不高、空间布局不优、融合动能不足、体制机制不畅等突出问题逐步显现,现有融合发展格局难以适应高质量发展要求,需要科学把握新时代港产城融合发展新形势新要求,围绕构建现代化基础设施体系、现代化产业体系和新型城镇化体系,坚持港城共兴、产城交融、港产互促、空间统筹,实施以港兴城战略、产业立市战略、以港促产战略、空间重构战略等四大战略,分步推进、分类发力、分域施策,着力构圈铸链,加大创新引领,扎实推进新时代港产城高质量深度融合发展,开创具有中国特色的港产城融合发展道路。The integration of port-industry-city is a common law in the development of port cities.Promoting the integrated development of port-industry-city is not only a basic requirement for optimizing the layout of ports,industries,and cities,but also an inherent requirement for enhancing the urban development.We find that,with the rapid development of ports,industries,and cities,prominent issues of port-industry-city such as low level of collaboration,poor spatial layout,insufficient integration momentum,and inadequate institutional mechanisms are gradually emerging.The existing development pattern of integration is difficult to adapt to the requirements of high-quality development.It is necessary to scientifically grasp the new situation and requirements of the integrated development of port-industry-city in the new era.We should build a modern infrastructure system,a modern industrial system,and a new type of urbanization system.It is also important to carry out four strategies,which are the strategy of using the port to revitalize the city,the strategy of establishing the city with industry,the strategy of promoting industrial development relying on ports,and the strategy of spatial reconstruction adhere to the principles of common prosperity of port and city,while adhering to the mutual improvement of industry and city,integration of industry and city,mutual promotion of port and industry,and spatial coordination.Through step-by-step promotion,classified efforts,and regional implementation of policies,we need to build circles and chains,increase innovation leadership,solidly improve the quality and depth of integrated.
