跨区域产学研合作可以促进农作物育种科技创新收敛吗?——基于创新链视角的研究  被引量:2

摘  要:为促进我国种业科技创新能力的提升,本研究运用全国31个省(市、自治区)1999-2020年的面板数据(统计数据未含港澳台地区,下同),基于创新链视角,将农作物育种科技创新划分为基础研究、应用研究及试验发展阶段,采用社会网络分析方法和Dagum基尼系数分别对跨区域产学研合作的发展特征及育种科技创新的地区差异进行分析、运用β收敛模型检验跨区域产学研合作对农作物育种科技创新收敛的影响。研究表明:1)跨区域产学研合作呈现增长趋势,但合作中创新资源传递的效率降低。2)农作物育种科技创新产出存在较大的地区差异,但差异逐渐缩小,地区间差异是造成地区总体差异的主要原因。相对于试验发展阶段,基础研究和应用研究创新产出的地区差异较大、差异缩小的速度较慢。3)农作物育种科技创新存在收敛性发展特征,跨区域产学研合作加速了其创新收敛。从全国层面看,跨区域产学研合作对基础研究创新收敛的促进作用最强,对应用研究的促进作用最小。分区域看,跨区域产学研合作促进了东、中、西部地区的创新收敛,且对中、西部创新产出增长的促进作用更大。从时间演变看,由于合作中创新资源传递的效率降低,跨区域产学研合作对农作物育种科技创新收敛的促进作用减弱。因此,政府不仅要积极促进跨区域产学研合作,还需引导创新资源的加速流动和共享,以强化跨区域产学研合作促进育种科技创新收敛的作用。In order to promote the scientific and technological innovation capacity of China's seed industry,this study uses panel data of 31 provinces(municipalities and autonomous regions)from 1999 to 2020(The data do not include those of Hongkong,Macao and Taiwan.The same below.),and divides the scientific and technological innovation of crop breeding into basic research,applied research and experimental development stages based on the innovation chain perspective.Moreover,the social network analysis method is used to analyze the development characteristics of cross-regional industry-academia-research cooperation,the Dagum Gini coefficient is used to analyze the regional differences of scientific and technological innovation in crop breeding,and theβconvergence model is applied to test the influence of cross-regional industry-academia-research cooperation on the convergence of scientific and technological innovation in crop breeding in this study.The results are as follows:1)The efficiency of the transfer of innovation resources in the cooperation decreases although cross-regional industry-university-research cooperation illustrates a growing trend.2)The regional differences in crop breeding science and technology innovation are large,but the gaps are gradually narrowing,and the innovation differences mainly originate from inter-regional.In addition,relative to the experimental development phase,the regional differences are larger and the differences are narrowing more slowly in basic and applied research.3)There is convergent development characteristics of crop breeding science and technology innovation,and cross-regional industry-academia-research cooperation has accelerated the convergence.At the national level,cross-regional industry-academia-research cooperation has the strongest contribution to the convergence of innovation in basic research,and the smallest to that in applied research.Focusing on different regions,it is found that the cross-regional industry-academia-research cooperation has promoted innovation c
