摘　　要：海运集装箱的检疫管理是迄今为止国际植物保护公约面临的难度最大的工作之一,该公约从2007年起致力于制定国际植物检疫措施标准(ISPM),面临着重重困难和挑战。我国积极参与这项国际规则的制定,与国际社会共同努力,结合中国集装箱植物检疫和相关产业实际,贡献了中国智慧。本文在风险分析的基础上,结合海运集装箱国际植检规则制定的历程,提出了实施全球治理的应对方案。The quarantine management of sea containers is one of the most challenging tasks faced by the International Plant Protection Convention so far.Since 2007,the Convention has been commited to develop an International Standard for Phytosanitary Measure(ISPM)and has faced numerous difficulties and challenges.China has actively participated in the formulation of this international standard,and has worked together with the international community combining the actual situation faced in China's container plant quarantine and related industries and contributing Chinese wisdom.Basing on risk analysis,a response plan for implement of global governance is proposed with the process of formulating international rules for plant quarantine in sea containers.
