摘　　要：随着“一带一路”倡议走向“工笔画”高质量发展的新阶段,“一带一路”沿线地区逐渐成为中国企业对外投资的重要地区。作为管理风险的特殊行业,保险服务业能够为“一带一路”跨境合作提供全面的风险保障与服务。虽然当前中国已经建立了以政策性保险为主,商业性保险为辅的“一带一路”倡议保险服务体系,但由于多元化、市场化和国际化的境外保险服务保障体系尚未完全建立,导致该体系对“一带一路”高质量发展支撑效果还较为有限。发达国家经验显示,建立官方加民间的海外保险服务体系,通过多双边合作机制掌控国际话语权,不断丰富海外保险服务和产品职能,是维护本国企业海外权益的重要手段。据此,本文提出从推动海外投资专项立法、丰富海外保险产品和服务矩阵、加强保险服务业国际合作等角度完善中国“一带一路”倡议保险服务体系的政策建议。As“the Belt and Road”initiative moves towards a new stage of high-quality development of“claborate-style painting”,areas along“the Belt and Road”have gradually become important areas for Chinese enterprises to invest abroad.As a special industry for risk management,the insurance service industry can provide comprehensive risk protection and services for cross-border cooperation along“the Belt and Road”.At present,China has currently established a“the Belt and Road”initiative insurance service system with policy insurance as the main component and commercial insurance as the supplement.However,because a diversified,market-oriented and international overseas insurance service guarantee system has not yet been fully established,the system’s support for the high-quality development of the“the Belt and Road”is still relatively limited.The experience of developed countries shows that the establishment of an official and non-governmental overseas insurance service system,the control of international discourse through multilateral and bilateral cooperation mechanisms,and the continuous enrichment of overseas insurance services and product functions are important means to safeguard the overseas rights and interests of domestic enterprises.Accordingly,this paper puts forward policy suggestions to improve the insurance service system of China’s“the Belt and Road”from the perspectives of promoting special legislation on overseas investment,enriching the matrix of overseas insurance products and services,and strengthening international cooperation in the insurance service industry.
