未来5年我国金融发展的方向与重点

摘　　要：在高质量发展阶段,我国金融业要更加突出金融安全与稳定,更加注重服务国家战略,更加重视微观主体成长和制度完善。未来5年,面对更加复杂严峻的国内外形势,金融业须注重功能的发挥与提升,努力实现从“有”到“好”的转变。可将我国未来5年金融发展和改革的目标设定为:建立适应发展环境的,服务于国家战略的,有用、高效和安全的现代金融体系。为此,需要构建“顶层规则设计+底层市场化运行”的双层架构;努力实现金融与产业、科技的良性循环;完善可持续的政策性金融体系;协调新发展格局下的金融开放与金融安全;构建与中国特色现代金融体系相适应的监管、调控与风险防范处置机制。In the stage of high-quality development,China’s financial industry needs to highlight financial security and stability more,and pay more attention to serving national strategies,as well as the growth of micro entities and institutional improvement.In the next five years,facing more complex and severe domestic and international situations,the financial industry must focus on the full play and improvement of its functions,and strive to achieve a transformation from“being”to“being good”.The goal of China’s financial development and reform in the next five years can be set as to establish a useful,efficient,and secure modern financial system that adapts to the development environment and serves the national strategy.To achieve this,it is necessary to build a two-layer architecture of“top-level rule design plus bottom-level market-oriented operation”.Efforts should be made to achieve a virtuous cycle among finance,industry,and technology,improve a sustainable policy-based financial system,coordinate financial openness and security under the new development pattern,and build a regulatory,and risk prevention and disposal mechanism that is suitable for the modern financial system with Chinese characteristics.
