摘  要:目的 对中部六省医药制造业的技术创新绩效进行评价,并将江西省与其他五省市的技术创新绩效进行比较。方法 采用数据包络分析法(DEA)从创新投入、创新产出两个维度对山西、安徽、江西、河南、湖北、湖南六省医药制造业的技术创新绩效进行评价。结果 2009年,江西省医药制造业的技术效率在中部六省最低为0.838;规模效率为0.975,仅高于河南省的0.798;综合效率为0.817,仅高于河南的0.798。江西省医药制造业的规模报酬系数为0.96,生产规模过小。除2009、2015、2016年外,山西、安徽、江西、河南、湖北、湖南六省医药制造业的技术效率、规模效率、综合效率均为1,技术创新“DEA强有效”。结论 江西省医药制造业R&D人员折合全时当量、R&D经费外部支出、技术改造经费支出均存在投入冗余,专利申请数产出不足。Objective To evaluate the technological innovation performance of pharmaceutical manufacturing industry in six central provinces,and to compare the technological innovation performance of Jiangxi province with that of other five provinces.Methods The data envelopment method was used to evaluate the technological innovation performance of pharmaceutical manufacturing industry in Shanxi,Anhui,Jiangxi,Henan,Hubei and Hunan from two dimensions of innovation input and innovation output.ResultsIn 2009,the technical efficiency of pharmaceutical manufacturing industry in Jiangxi Province was the lowest among the six central provinces,which was 0.838.The scale efficiency is 0.975,which is higher than 0.798 in Henan Province.The comprehensive efficiency is 0.817,which is higher than 0.798 in Henan.The coefficient of return to scale of pharmaceutical manufacturing industry in Jiangxi Province is O.96,indicating that the production scale is too small.In addition to 2009,2015 and 2016,the technical efficiency,scale efficiency and comprehensive efficiency of the pharmaceutical manufacturing industry in Shanxi,Anhui,Jiangxi,Henan,Hubei and Hunan were all 1,and the technological innovation was"DEA strong and effective".Conclusion The R&D personnel of pharmaceutical manufacturing industry in Jiangxi Province is equivalent to the full time equivalent,the external R&D expenditure,the technological transformation expenditure all have input redundancy,and the outputof patentapplications is insufficient.
